British Broadcasting Corporation Gaza Programme Ruled a 'Major' Breach of Media Standards, Says UK Media Regulator

The British broadcaster was found to have committed a "serious breach" of industry standards by omitting to mention that the narrator of a film about the Gaza situation was the offspring of a Hamas administrator, according to British broadcasting authority Ofcom.

An inquiry by the broadcasting watchdog into Gaza: How to Survive a Warzone has concluded that the documentary was "substantially inaccurate".

The head of the BBC had earlier expressed regret, stating there had been "a major oversight in relation to accuracy".

The regulator has ordered the broadcaster to air a evening statement about its conclusions.

"As this represents a major infringement of our rules, we are instructing the corporation to broadcast a statement of our determinations against it on the BBC's second channel at nine o'clock in the evening, with a date to be finalised," the regulator stated.

'Risk to Erode Confidence'

The watchdog's announcement declared: "Our investigation determined that the film's failure to disclose that the voice's male guardian served in a post in the Hamas-controlled authority was substantially inaccurate.

"It meant that the audience did not have critical information which may have been highly relevant to their judgment of the voice and the information he presented.

"Credibility is at the core of the relationship between a broadcaster and its audience, particularly for a state-funded media outlet such as the BBC.

"This oversight had the risk to damage the very considerable levels of trust that the public would have placed in a BBC factual programme about the Israel-Gaza war."

The documentary was withdrawn from the online platform in February after the narrator's familial connections were revealed, and in July an corporation's own inquiry concluded it infringed the corporation's content policies on accuracy.

A representative for the broadcaster said: "The regulator's decision is in line with the findings of the internal assessment, that there was a serious error in the film in relation to the BBC's Editorial Guidelines on factual correctness, which aligns with regulation 2.2 of the authority's broadcasting regulations.

"We have apologised for this and we comply with the authority's determination in full. We will follow the sanction as soon as the timing and language are finalised."
